The reading of the Rider-Waite-Smith- Four of Wands card is about, settlement, and arrangement completed. Perfected work of a thing built up by troubled labor. Rest after labor. This is emphasized by the completed Castle in the back ground. Being Chesed (Wisdom) in the sign of Fire, there is cleverness, subtlety, mirth and beauty as attributes of this card. Thus we have a flowering garland held up by Four obviously phallic wands and the two saluting personages in the background are dressed in the blue and white of Chesed/Kether and the Red/white of Geburah and Kether, as the symbols of Venus and Aries who have completed the work of the Supernal Triangle; Kether specifically being recognized (the color of Kether, the crown is traditionally White).
The symbols of Aries, the Ram and Venus, the Dove, dominate the Thoth Tarot-4 of Wands-Completion Card making it is easy to see that this card is attributed to the planet Venus in the Sign of Aries. Venus in Aries, indicates that one's work can't be accomplished without tact and gentleness, as the force of Mars is militant in nature.
Venus is the planet of love and beauty, and in the 4 of Wands it is being activated by the energy of Mars (Aries). If this was an astrological reading, this would mean a fiery romance of warmth, but brief and fleeting in character. However, Sephirotic meanings change the character of this Venus-Mars union.
The Thoth 4 of Wands-Completion, is attributed to the fourth Sephiroth Chesed in the Suit of Fire; Chesed in Atziluth, the world of Pure Spirit. Chesed (Mercy) is the Lord of all manifested active power because the will of the 2 has been transmitted through the 3 and has now become a solid system in the 4.

However, once energy is held at an abeyance, change, the divine constant, takes over and entropy begins so completion will degrade into disorder under the Severity of Geburah, who is Chesed's mate.
